Bukit Panjang's First EC in 15 Years
Bukit Panjang is about to get its first new executive condo in close to 15 years, and Senja Close EC is the one everyone’s talking about. The 99-year leasehold site was awarded to City Developments Limited (CDL), which submitted the top bid of $252.9 million, or about $771 psf ppr, beating out four other bidders when the tender closed in August 2025. CDL’s own proposed scheme calls for around 306 units spread across two towers of 26 and 27 storeys, making this a refreshingly intimate development compared to some of the mega-projects elsewhere in Singapore.
In May 2026, the government announced major changes to EC rules, including a longer 10-year Minimum Occupation Period (up from 5 years), full privatisation pushed back to 15 years (up from 10), and the removal of the Deferred Payment Scheme. The good news for Senja Close EC buyers is that these new rules only apply to EC sites with tender closing dates on or after 8 May 2026. Since Senja Close’s tender closed back in August 2025, it stays under the older, more flexible framework, a 5-year MOP, 10-year full privatisation, and continued access to the Deferred Payment Scheme. That makes it one of a shrinking handful of upcoming ECs where buyers can still enjoy the shorter holding period and earlier exit flexibility that made ECs attractive in the first place.
The last EC launched in this part of Bukit Panjang was Blossom Residences back in 2011, so there’s well over a decade of pent-up demand waiting to be unlocked here. Add to that close to 9,000 four- and five-room HDB flats in nearby Bukit Panjang and Choa Chu Kang reaching their minimum occupation period around this time, and you’ve got a sizeable pool of upgraders who’ve been waiting for exactly this kind of opportunity.
Location-wise, Senja Close sits well within an established, mature estate, with numerous primary schools within 1km and everyday conveniences like Senja Hawker Centre and Greenridge shopping centre close by. It’s also a short distance from Bukit Panjang MRT and Jelapang LRT, with the BKE and KJE nearby for drivers heading further out.
Behind the project is CDL, a developer with more than 60 years of experience in Singapore and a long list of completed residential and EC developments to its name, including Lumina Grand, its most recent EC launch in 2022.
